Libraries are experiencing a significant increase in the number of people utilizing their services. In "Libraries Shine in Tough Economic Times," NPR host Melissa Block interviewed librarians and found that people are flocking to libraries to take advantage of the free services offered. Attendance in summer reading programs has increased as much as 25% at some institutions. Librarians pointed out much of the growth stems from consumers letting subscriptions to newspapers and magazines lapse, selling electronic equipment or discontinuing cable/Internet service, and borrowing rather than purchasing books and movies. Legislators will be getting back to work after the conventions in late August and early September. There will certainly be more discussions regarding Do Not Mail legislation over the next few months. We think the DMA is a great resource as it provides the latest information available on the status of pending legislation. Here is a brief overview of where legislation stands:

In the following states, the proposed Do Not Mail bills died due to adjournment prior to consideration of the legislation: Hawaii, Maryland, New Hampshire, Rhode Island, Tennessee, Vermont, and Washington.
In New York, the legislature was adjourned subject to call so it is assumed the proposed bill is dead.

Bills were referred to senate or house committees for review in Illinois, Michigan, and Pennsylvania. North Carolina opted to carry over consideration of the legislation. To learn more about pending legislation, visit the DMA website or go to your state government website.

Education marketers need to act now to capitalize on the October–January purchasing cycle. Several hundred districts have been awarded large increases in Title I funding for the 2008-09 school year. Districts receiving an increase of more than $400,000 will be spending the unexpected windfall beginning in October. The school-wide Title I schools in these districts should have significant funds to implement new curriculums. In addition, districts that had significant increases in Title I funding for the 2007-2008 school year may still have carryover funds that must be spent during the 2008 calendar year.

There are large and small furniture buyers in the institutional market. Hospitals, schools, and government offices are most likely the biggest buyers of furniture. While capturing large accounts is great, the incremental value of including smaller facilities in your marketing campaigns can be a positive also. Think about how institutions are expanding their product and service offerings and then target institutions like outpatient treatment centers, retirement homes, and medical and dental practices.
